There are several initiatives and programmes highlighted in Budget 2022 to help B40 as a whole. One of the initiatives announced by the Finance Minister Tengku Datuk Seri Zafrul Abdul Aziz is low-cost housing projects for low-income group.

According to the Housing and Local Government (KPKT) Minister Datuk Seri Reezal Merican Naina Merican, this programme involves the People’s Housing Programme (PPR) as well housing projects under Syarikat Perumahan Negara Bhd and Perbadanan PR1MA Malaysia. These are a few housing projects for you to consider:

1. Rumah Mesra Rakyat (RMR)

Rumah Mesra Rakyat (RMR) is a program that is developed to help those with household income below RM3,000 – who do not own a house or live in dilapidated houses but have land to build their own home. The concept for the house is 1 single storey house with 3 bedrooms and 2 bathrooms.

Requirements needed to apply for this program:

  • Malaysian nationality
  • Applicants must be 18 years of age and above
  • Monthly household income must not exceed RM3,000
  • Applicant and spouse does not own any property/ owns a dilapidated or rundown house
  • Suitable proposed land must be free from mortgage/burdens/restraint. If the applicant is not the owner of the said land, they must obtain the approval from the owners of the proposed land
  • Size of land must be no less than 3,600 sqft (depending on the design)
  • Subject to financing budget

Documents needed for the application:

  • A copy of applicant’s and spouse’s identification cards (if applicable)
  • A copy of land owner(s)’s identification cards
  • A copy of second applicant’s identification card (if applicable)
  • A copy of the latest land ownership grant, and official search certificate from the the Land Office
  • Latest payslips (3 months) / income letter of oath / applicant or/and second applicant’s income verification letter
  • Letter of oath / verification letter of not having a house, or owning a dilapidated house
  • Letter of approval from land owner(s)
  • A copy of applicant’s marriage certificate
  • Printed site report with pictures

How to apply:

Application can only be made via online at SPNB website. To apply, you need to click on Apply button and select on New Application. You need to complete the login registration form and log in to the main page with the temporary password given to you via email. Fill in the online form and forward the form and necessary documents needed as stated to the nearest SPNB branch office. Feedback will be given within 3 months and approval is subject to yearly allocation.

2. People’s Housing Programme (PPR)

People’s Housing Programme (PPR) is a government initiative to relocate squatter settlements in a proper housing area as well as for the B40 group. PPR consists of 2 categories – rental PPR and owned PPR. Targeting for the B40 group, the rental rate is as low as RM124.00 per month.

Applicant eligibility:

  • Applicants and spouses who are Malaysian citizens
  • Aged 18 years and above
  • Gross household income of RM3,000 per month
  • Applicant and spouse do not yet own a home

How to apply:

Application can be made through the National Housing Management System (SPRN) oonline through the website https://sprn.kpkt.gov.my or through the State Housing Secretariat.

3. PR1MA

PR1MA is a national program that is plan to develop and provide affordable and hihg-quality homes for the middle-income group. Generally, a terrace PR1MA house is approximately between 850 sqft while a PR1MA apartment unit is approximately between 600 sqft to 1,200 sqft. The house costs between RM100,000 to RM400,000. There are many PR1MA developments located in major cities, towns, areas across Malaysia which you can view here.

Eligibility criteria to apply for a PRIMA home:

  • Malaysian citizen
  • At least 21 years of age at the time of application
  • An individual or family (husband & wife) with a combined household monthly income of RM2,500 – RM15,000
  • Applicants or his/her spouse must not own more than one property
  • Adheres to the additional guidelines set by PR1MA

How to register for PR1MA home:

Application can be made online by visiting PR1MA official website at Register PRS.
