Four years ago, on 25 July 2022, Malaysia lost one of its most influential property entrepreneurs. Tan Sri Mustapha Kamal Abu Bakar, the founder of EMKAY Group and co-founder of MK Land Holdings Berhad, passed away at the age of 73.

Widely known as the “King of Affordable Housing”, Tan Sri Mustapha Kamal helped tens of thousands of Malaysian families own homes. His business interests eventually grew into a property portfolio with an estimated gross development value of RM48 billion.

But Tan Sri Mustapha Kamal was not born into wealth, nor did he begin his career in business. His journey started as an average student from a modest family before an unexpected encounter inspired him to become an entrepreneur.

Here is the inspiring entrepreneurship journey of Tan Sri Mustapha Kamal.

Tan Sri Mustapha Kamal Came From A Modest Family

Born on 18 March 1949 in Kampung Changkat, Pusing, Perak, Tan Sri Mustapha Kamal grew up without the advantages of a wealthy background.

His grandfather was a vegetable seller, while Tan Sri Mustapha Kamal described himself as an average student who was neither among the best nor the weakest in school.

After graduating with a degree in History from Universiti Malaya in 1970, he followed a common career path among Malay graduates at the time by entering the civil service.

Tan Sri Mustapha Kamal began as an assistant district officer and later served as the assistant district officer for Ulu Selangor. He eventually rose to become deputy commissioner of the Selangor Lands and Mines Department.

His time in government gave him valuable knowledge about land, housing and the difficulties faced by rural communities. It also helped shape his belief that property development could be used to improve people’s lives.

The Encounter That Changed His Life

Although Tan Sri Mustapha Kamal had built a stable government career, meeting a humble Chinese tycoon changed the direction of his life.

The encounter opened his eyes to entrepreneurship and inspired him to consider building a business of his own.

Tan Sri Mustapha Kamal eventually left the civil service and entered the private sector. He became general manager of Shah Alam Properties Sdn Bhd before being appointed managing director of the company, which was then under Kumpulan Perangsang Selangor.

His hard work and achievements attracted the attention of the late former Selangor Menteri Besar Datuk Hormat Rafei, who later appointed him as a special officer.

This period gave Tan Sri Mustapha Kamal practical experience in property development and prepared him to take a much bigger entrepreneurial step.

Tan Sri Mustapha Kamal Founded EMKAY Group In 1983

In 1983, Tan Sri Mustapha Kamal established EMKAY Group with the vision of “Building a Better Tomorrow Today.”

The company made its early debut through Taman Meru Jaya, a six-acre mixed development in Selangor. However, its major breakthrough came through Bandar Baru Sungai Buloh.

Hormat challenged Tan Sri Mustapha Kamal to undertake what became Selangor’s first privatised township development.

The 267-acre Bandar Baru Sungai Buloh project included industrial, residential and commercial developments, with an estimated gross development value of RM200 million.

Despite the scale of the project, Tan Sri Mustapha Kamal and his team completed and handed it over ahead of schedule.

Its successful completion became a defining moment in his entrepreneurship journey. It proved that EMKAY Group could manage large township developments and opened the door to bigger opportunities.

Becoming The “King Of Affordable Housing”

Tan Sri Mustapha Kamal believed property development should not only benefit wealthy buyers. He wanted ordinary Malaysians, especially first-time buyers, to have access to homes they could afford.

This commitment became one of the most important parts of the Mustapha Kamal legacy.

Over the years, businesses associated with him developed tens of thousands of residential, commercial and office units. Around 35,000 homes were reportedly sold for below RM100,000, including properties in Bandar Baru Sungai Buloh and Damansara Damai.

This achievement earned Tan Sri Mustapha Kamal the nickname “King of Affordable Housing.”

His developments showed that a property company could build premium projects while continuing to meet the housing needs of lower-income Malaysians.

Transforming Overlooked Areas Into Major Townships

Another important part of the Mustapha Kamal business journey was his ability to recognise opportunities in locations that other developers might have overlooked.

Under his leadership, the group became involved in developments such as Damansara Perdana, Damansara Damai, Taman Bunga Raya, Cyberjaya, Meru Perdana and Klebang Putra.

Some of these locations were far from the established townships they are today.

Damansara Perdana was once known as Bukit Lanjan, while the area that became Cyberjaya was previously an oil palm estate.

Through long-term planning, infrastructure development and community building, these locations gradually became important residential and commercial centres.

The businesses established by Tan Sri Mustapha Kamal also expanded beyond residential property into offices, hospitality, tourism destinations, golf courses and other investments.

How Tan Sri Mustapha Kamal Created MK Land

Another major milestone came in 1999, when Tan Sri Mustapha Kamal injected several privately owned property companies into a listed entity.

This resulted in the creation of MK Land Holdings Berhad, which made its debut on the Main Board of the Kuala Lumpur Stock Exchange, now Bursa Malaysia, on 27 August 1999.

Through the injection of nine projects, MK Land’s paid-up capital increased to approximately RM1.2 billion, making it one of Malaysia’s largest capitalised property companies at the time.

At its peak, MK Land had a diverse portfolio covering residential and commercial developments, hotels, resorts, a water theme park, education and property investments.

Meanwhile, EMKAY Group remained privately owned and continued operating as a separate entity, with Cyberjaya serving as one of its primary bases.

A Property Legacy Worth RM48 Billion

The group has delivered more than 60,000 residential units and 10 million square feet of office and commercial space. Its portfolio includes landmark projects such as Damansara Perdana, Damansara Damai, Taman Bunga Raya and developments across Cyberjaya.

However, the Mustapha Kamal legacy is not measured only by the number of buildings or homes he developed.

During the later years of his life, Tan Sri Mustapha Kamal devoted more time to corporate social responsibility and philanthropic causes through organisations such as Yayasan EMKAY, Pulau Banding Foundation and Bukit Merah Orang Utan Island Foundation.

He later passed the responsibility of managing the group to his four children, supported by board members and senior executives who had served the company for many years.

The Entrepreneurship Lessons Behind His Success

Tan Sri Mustapha Kamal’s journey showed that a person’s background does not have to determine how far they can go.

He began as an average student from a modest family, gained valuable experience through the civil service and later took the risk of entering the business world.

His success did not happen overnight. It was built through decades of experience, hard work, resilience and a willingness to accept difficult projects.

As he once said, “It doesn’t matter what background you come from.”

Four years after his passing, his legacy continues through the homes, townships and communities he helped create.

More importantly, the entrepreneurship journey of Tan Sri Mustapha Kamal remains an example of how determination, experience and a strong social purpose can turn an ordinary beginning into an extraordinary Malaysian success story.
