The Ministry of Housing and Local Government (KPKT) remains firmly committed to advancing public wellbeing through the strengthening of affordable housing initiatives, the digital transformation of services, and enhanced emergency preparedness.

This was emphasised by the Minister of Housing and Local Government, YB Nga Kor Ming, during his winding-up speech on the Royal Address by His Majesty the Yang di-Pertuan Agong at the opening of the Fifth Session of the Fifteenth Parliament. The address outlined the ministry’s strategic direction in addressing current urbanisation challenges.
Throughout 2025, KPKT recorded a series of major achievements, reflecting the effectiveness of the ministry’s governance in fulfilling the aspirations of the people.
Key Achievements
i. Affordable Housing (RMM)
KPKT exceeded its target by delivering 511,544 affordable housing units, achieving 102.3 percent of the 500,000-unit target set under the 12th Malaysia Plan nationwide.
ii. Rumah Mesra Rakyat (RMR)
An outstanding performance was recorded with 26,260 units completed, representing 175 percent of the original 15,000-unit target, involving an allocation of RM2.13 billion.
iii. Revival of Sick Projects
Through the TFST Task Force, 1,114 private housing projects were successfully resolved, saving 138,510 housing units with a total Gross Development Value of RM85.45 billion.
iv. MADANI Recreational Parks (TRM)
The ministry surpassed its target with the construction of 216 parks compared to the initial goal of 200 parks for the 2024 to 2025 period, providing greater recreational benefits to communities.
v. MADANI Lift 2.0
An allocation of RM88.1 million was provided to maintain and replace 204 lift units across 109 public housing projects to ensure residents’ safety.
vi. MyKiosk Initiative
A total of 7,243 MyKiosk units were built over two years with an allocation of RM150 million, strengthening the socio-economic position of 7,000 small trader families.
vii. BMW Public Toilets
National cleanliness standards were improved through the upgrading of 11,397 public toilets to BMW standard, which stands for Clean, Attractive and Fragrant, involving an allocation of RM800 million.
viii. Environmental Sustainability
SWCorp successfully closed 3,634 illegal dumping sites and achieved two Malaysia Book of Records recognitions during Malaysia Cleanup Day 2025, which involved 100,817 volunteers.
ix. Circular Economy
The launch of the Circular Economy Blueprint for Solid Waste 2025 to 2035 and the operation of the first Waste to Energy plant in Port Dickson marked an important step in transforming the nation’s waste management system.
Strengthening Performance and Accountability

KPKT introduced a traffic light performance system to assess the occupancy and operational effectiveness of MyKiosk across 156 Local Authorities nationwide.
Local Authorities achieving green status will receive additional allocations, while those receiving red status may face reduced or withdrawn funding. KPKT will continue close collaboration with Local Authorities to ensure the MyKiosk initiative delivers maximum benefit to the people.
Full Revival of PR1MA Sick Projects
In 2023, 34 PR1MA projects nationwide were identified as sick projects. Through strategic intervention by KPKT and PR1MA Corporation Malaysia, all projects have now been fully revived and completed.
As of 4 February 2026, the PR1MA Bukit Katil, Melaka project became the final project to obtain its Certificate of Completion and Compliance.
RM40 Billion Housing Credit Guarantee Scheme
KPKT introduced the Housing Credit Guarantee Scheme valued at RM40 billion, benefiting 170,850 homebuyers to date.
The scheme provides an additional 20 percent loan facility for renovation works and furniture purchases. For 2026, KPKT targets 100,000 homebuyers to utilise the scheme.
Overall, the strategic direction presented in Parliament reflects KPKT’s continued determination to place the people’s interests at the forefront through more efficient and inclusive service delivery.
