If you’re planning to buy a home in Malaysia, now’s the time to stop and reassess. A major announcement from the Ministry of Housing and Local Government (KPKT) may just save you from making a costly mistake. In a firm move to protect the interests of homebuyers, the government has officially blacklisted 109 housing developers for failing to comply with mandatory housing regulations.

The announcement, delivered by Minister Nga Kor Ming, forms part of the ongoing crackdown by KPKT on irresponsible developers who threaten the financial security of homebuyers across the country.
According to the National Housing Department (JPN), a total of 471 notices were issued in 2024, resulting in fines totalling RM9.03 million. In the first two months of 2025 alone, JPN issued 56 compounds with fines amounting to RM1.25 million. The majority of the violations were due to developers failing to submit their development status reports, and neglecting to provide audit documentation such as balance sheets and profit-and-loss statements to the relevant authorities.
As a direct consequence of the blacklisting, these developers are now ineligible to apply for new licences until they settle all outstanding fines in full.
“The blacklisting of these developers sends a clear message that we will not tolerate non-compliance. We are taking strong actions to protect the hard-earned money of homebuyers and to ensure they receive the homes they deserve,” Minister Nga Kor Ming said.
“The welfare of homebuyers remains among the top priority of the ministry. Developers must adhere to the regulations to ensure that their projects are delivered on time and in compliance with standards,” he added.

Minister Nga Kor Ming strongly emphasised the importance of checking a developer’s licence before signing any agreements or handing over any booking fees.
He urged all prospective homebuyers to use the official TEDUH portal by KPKT (https://teduh.kpkt.gov.my) to verify a developer’s legal standing and avoid future regrets.

“We are committed to safeguarding the hard-earned money of every homebuyer. This blacklist is a warning: we will not tolerate misconduct,” he declared.
