The government has a special incentive to encourage the installation of solar photovoltaic (PV) systems in residential premises known as the Solar for Rakyat Incentive Scheme (SolaRIS).
Minister of Energy Transition & Water Transformation, Datuk Seri Fadilah Yusof stated that installing solar PV systems on residential premises will enable the utilization of roof space for renewable energy generation.
“The launch of SolaRIS is expected to increase the adoption of solar generation among the public through the People’s Net Energy Metering (NEM) Programme.
“To enhance the public’s involvement in renewable energy generation, the government has approved an additional quota of 100 megawatts (MW) under the NEM Programme, increasing the allocated quota to 350MW,” Fadilah announced.

Effective April 1, 2024, new NEM applicants are eligible for a rebate of RM1,000/kWac, up to RM4,000, upon submission to the Sustainable Energy Development Authority (SEDA) Malaysia.
The scheme is open to first-time Malaysian citizens applying for the NEM programme with a one-time claim limit per individual who is a TNB account holder.
Fadilah explained the rebates will be allocated on a ‘first come first served’ basis for NEM Rakyat quotas applied for between April 1 and Dec 31, 2024. NEM Rakyat applications that are approved must be operational by March 31, 2025, or until all SolaRIS rebate quotas have been exhausted, whichever comes first.
Rebate payments will be issued after the installation and operation of solar PV systems. The rebate will be credited to the user’s local bank account, subject to terms and conditions.
Applications for quotas for the People’s NEM Programme are open until Dec 31 this year or until all quotas are distributed.
