In a bold move to bolster Malaysia’s economy, Prime Minister Anwar Ibrahim unveiled a series of initiatives in the 2024 budget, specifically tailored to uplift the backbone of the nation’s economy – small and medium enterprises (SMEs) and micro, small, and medium enterprises (MSMEs). Recognizing their pivotal role, the government has allocated substantial resources to empower these businesses and enhance their competitiveness.
1. Loans and Financing Facilities
A staggering RM44 billion injection into MSMEs is the cornerstone of the budget. This significant financial support aims to fortify their operations and increase competitiveness. Notably, RM2.4 billion will be disbursed to aid micro-entrepreneurs and small traders. Agencies such as Bank Negara Malaysia, Bank Simpanan Nasional, and Tekun will facilitate this process, easing financial burdens and creating new opportunities.
Under this allocation, RM1.4 billion from BSN microloans will fuel various ventures, including hawkers, small businesses, batik craft operators, Orang Asli entrepreneurs, and Bumiputera businesses. Furthermore, RM330 million under Tekun is designated to finance these sectors, with a specific RM30 million set aside for businesses led by the Indian community, a testament to the government’s commitment to uplift marginalized groups.
Bank Negara Malaysia steps in with RM8 billion, with an additional RM600 million to assist micro-enterprises, low-income entrepreneurs, small contractors, and the food security sectors. An additional RM40 million is allocated to the Shop Malaysia Online Programme, encouraging small traders, especially in the food sector to operate from home, promoting entrepreneurship and safety amid global challenges.
2. Business Automation and Digitalization
Recognizing the digital age’s demands, RM2.2 billion is allocated to MSMEs for automating business processes, digitalizing operations, and expanding their global footprint. A standout feature is the RM100 million digitization grant, benefitting over 20,000 MSMEs with grants of up to RM5,000, enhancing their competitiveness.
BNM takes the lead in automation and digitization, providing RM900 million in loan funds. Additionally, RM25 million will bolster digital economy centres (PEDi) in each state legislative assembly, supporting small entrepreneurs in online product sales.
3. Empowering Women, Youth, and Promoting Rural Growth
Recognizing the vital contributions of women and youth entrepreneurs, RM720 million is allocated to encourage their initiatives. Furthermore, RM600 million under the National Treasury Impact Fund aims to stimulate growth in rural and semi-urban areas.
SMEs in green, tech, and halal sectors receive substantial backing, with loan guarantees of up to 80% via Syarikat Jaminan Pembiayaan Perniagaan Berhad (SJPP).
Budget 2024 underscores the government’s steadfast commitment to supporting Malaysia’s SME sector. These initiatives, spanning financial support to digital transformation, are tailored to foster growth, enhance competitiveness, and ensure the long-term sustainability of MSMEs.
