Just in, Communications and Multimedia Minister Datuk Saifuddin Abdullah in a statement said that all production of films and recording in any form – whether for media agencies shooting for film, TV drama or even individual media outlets for corporate video or social media must apply for Finas license before filming.
He further explained that under the National Film Development Corporation (Finas) Act, film producers are required to seek permission from Finas by informing them seven days prior to filming date. This condition is applied to media meant for social media platforms as well.
All film producers must apply for Film production License and Film Shooting Certificate (SPP)
According to Saifuddin, film producers must apply for the SPP regardless of whether they are mainstream media agencies or personal media which produce films on social media platform or traditional channels.
However, the Foreign Correspondents Club of Malaysia (FCCM) said it was unaware of any requirement to obtain permission from Finas for any video productions as this rule was not applied in the past.

Regarding this issue, Saifuddin cited the National Film Development Corporation Act 1982, Section 22(1) said “no person shall participate in any production activities, distribute annd exhibit films or any combination the activities specified in Section 21(1) unless a license is issued authorising him to do so.”
He added that the Additional Conditions of Film Production under Regulations 4 of the Act (Licensing) 1983, Condition (1) that is enforced, “licensees, if filming, should inform the corporation no later than seven days before filming a movie begins through certain forms issued by the corporation”.

Guidelines for film producers:
- The film company must have a valid license production from FINAS.
- Submitting the application form no later than 7 days before filming starts.
- One application for each titles released. Only one SPP application for films that has episodes of the film/series. (type of film: Animation, Fiction Cinema, TV fiction, fiction VCD, Documentary, Drama TV, Game Show, Symbol, Education, Promotion, Reality TV, Interviews, Corporate Video, Short Fiction, TV Program)
- Mention the schedule and shooting location in detail and include the Production Manager (PM)’s phone number in the application form. Please inform FINAS if there is a change of location filming, artists, workers and the title of the film.
